According to the UGC Act 1956, a university can only issue degrees to students studying in its institute if it was formed under a Central Provincial or State Act. Section 3 of the UGC Act requires universities to be considered. Provided institutions are not deemed under the UGC Act, they can nevertheless issue degrees to students if they are expressly authorised to do so by a Parliamentary Act. Only institutes created under the Central/ State/Provincial Act, as defined in Section 23 of the UGC Act, can use the word “University” in their name.
There are several fake institutions in India that operate in violation of UGC guidelines in order to defraud students and profit. According to the University Grants Commission’s official declaration from 2021, severe action would be taken against all Fake Universities in India. Universities in India that are not authorised by the UGC or the State Board of Education are fraudulent. They operate similarly to other universities, awarding Undergraduate (UG) and Postgraduate (PG) degrees to students for a variety of programmes. However, neither the University Grants Commission nor the Indian Government Board has authorised these diplomas. Many kids in need of an education fall victim to these fake universities. According to the UGC Act 1956, which is overseen by the Minister of Human Resource Development (MHRD), the Government of India, no university may operate colleges without the consent of the UGC. The UGC has prepared a total of 24 functioning entities as fake Universities after thorough verification. The UGC further claimed that “such self-styled, unrecognised Universities that are operating in contravention of the UGC Act have been designated as fake and do not have the authority to bestow any degrees or qualifications.” According to Section 22(3) of the University Grants Commission Act of 1956, only a university established by a Central, State, or Provincial Act, or an institution deemed to be a university under Section 3, or an institution specially empowered by an Act of Parliament to confer UGC specified degrees, may confer UGC specified degrees.
Section 22(1) of the University Grants Commission Act of 1956 states that a degree can only be conferred by a university.
Furthermore, Section 23 of the UGC Act forbids the use of the term “University” by any institution other than the above-mentioned university. Students and the general public are thus notified that the following 24 self-styled, unrecognised Fake Universities in India are now operating in violation of the UGC Act in various regions of the country.

The All India Council for Technical Education (AICTE) is a statutory organisation. It is a national-level technical education council that reports to the Ministry of Human Resource Development’s Department of Higher Education. According to the AICTE, there are 279 fake technical colleges in India. The board publishes its list of Fake Universities in India on its official website and in the media. According to the AICTE, Karnataka leads the list with 23 fake universities. Uttar Pradesh has 22, Himachal Pradesh has 18, Bihar has 17, Maharashtra has 16, and Tamil Nadu has 11 fake institutes. There are three fake universities each in Uttarakhand and Rajasthan.

The list of fake universities in India is not limited to the ones listed above. It is the responsibility of the students to determine whether or not the university is genuine. The UGC and AICTE are two boards that will assist students in avoiding the majority of the fraudulent colleges that operate in the nation. However, the UGC and AICTE are unable to identify all of the fraudulent colleges. Many institutions do not use the term university, but instead use equivalents such as college, institute, and so on.
